It takes place 4 times a year in line with the change of seasons but is celebrated by most people twice a year, in Spring during the Chaitra Navratri and Autumn during the Sharad Navratri.

Is it possible to change the date?
No. The date for Navratri is based on the Hindu lunar calendar and shifts slightly each year. It is determined by the alignment of the moon. There are 4 per year reflecting the changing of the seasons, with 2 of them being most observed: Chaitra Navratri (Spring Navratri) in March-April and Sharad Navratri (Autumn Navratri) in September-October.
